1 1. 1 3 3 3 1 to HERALD AND MINERS ADVOCATE, WEDNESDAY, NEWCASTLE MORNING HERALD AND MINERS' ADVOCATE. WEDNESDAY, APRIL 18, 1002. HONOURING THE PRIME MINISTER, Arrangements are now being made in Mystney to entertain the Prime Minister before he departs for England to attend the Coronation ceremony. The to prominent quen leaving courtesy is one so commonly, accorded Australia, even on comparatively brief visits, that its omission if the vane of the head of the Commonwealth Minitase would have been more than markenl.
But the main signifleance of the movement lles in the fact that the proreeding will come as a counterblast to the persistent attacks which have been by the Sydney press upon Mr. Barton and hix Ministry, It will come 84 consolatory and satisfactory proof that in subjecting the Prime Minister to continuous misrepresentation and an ever carping criticism which almost savours of malignity, his press censors da not represent the popular voice of New South Wales. Or this fact One convincing proof was afforded to Mr. Barton at Maitland a few months ago. His constituency, wbich it WAN arrogantly declared he dared not him a reception of which any than might have bolt justly prond.
And now the great centre of New South Wales political thought proposes to give him proof that he is held in esteem by the country generally. Any claims which Mailland may have prosReased to give this parting "send-off." to use a popular phrase, to Mr. Barton in his own constituency will, we feel assured. be readily waived in slew of the deep signifleance of the Sydney movement. Presumably the electors of Maitland will take care that they are represented on the occasion by the prominent men of the district who have accorded a loyal support 10 Mr.
Itarion. The Sydney press is endearouring to belittle the movement 1. do Honour to the Prime Winister. One paper hides away information on an inside page, and the other dismisses it with a scant reference in personal column along with notice of the departore from Australia of the manager of wholesale past firm and other exciting intelligence. Yet the movement is not of a personal chameter in its brond sense, It is intended as manifesto to the prople of Great Britain that Australia is despatching as its representative to the Coronation a statesman whose ability it holds in high respect.
It la also to emphasixe the fact that the Ambassador of 1s- tralia. for such is practically the Dorition Mr. Barton will assume in London, leaves with the esteem and the goodwill of the Commonwealth. And, furidentally, it will show that newspapers which are not about facts can have no influence whatever. There iN little doubt that potne of the other States, if nut all, would gladly be represented the norasion.
And il may be hoped that every effort will be made by the promoters to secure its SUCCONS. THE BELGIUM CRISIS. The melancholy crisis which in laking place in Belgium will evoke a feeling of sympathy throughout Australia, But only those who have bad personal experience of street fighting in a great and the civilised city can fully appreciate seething discontent which gives rise such a catastrophe. Men do not proceed to such extremities, unjustifiable as they, may be. without kathe deep-rooted sense of wrong.
Were it true in its full sense that the frauchise in Belgium in a liberal one, not one word of sympathy on behalf the men who are stigmatised as ut rioters could be advanced. It is glibly stated that the Socialists in Belgium are creating the agitation, not content with manhood suffrage, together with a plural vote, compulsory voting, and tice proportional representation. In justo the artisans of Belgium, it should be explained that the question of electoral reform has long occupied a foremost place in the politics of that country. The Radicals as well as the Socialists are claiming the universal suffrage on the basis of one man one vote. The question 1A therefore taken out of the range of Socialism pure and simple, and is a popular one.
is well to analyse the franchise now prevailing in Belglum. We are told on the best authority that the principle of manhood suffrage prevails, but that it is tempered by the plural vote, The precise meaning of this word raises the whole question st issue. All citizens over 23 years of age, whe have lived in the same commine for a year, are granted a vote. In Australia, it may be noted, the age in 91 and the period of residence in an electoral distriet insisted upon is six mont ha, Then an additional vote is accorded if the electors are 35 years of age, married, with legitimate offspring, and pay a tax of at least 5 francs to the State, or if they are 25 years old and own immovable property 10 the value of at least £80, or have an income of that value from received such property, or for two years have at least £4 a year from Belgian funds. Besides, two additional votes are given to citizens who possess diploma of higher education or have Alled public or private position implying the possession of such education.
No citizen, however, can bave more than three votes. The leader of the Radical party declared last year that the tem was "a fraud which resulted in the "crushing of people in towns and centres and placed in an minority the bulk of the classes." It was stated that the system had the effect of disfranchining over 100,000 men, who, though married and with families, did not pay the statutory amount of taxes and that it gave undue tofuence to the other classes by the additional vote clauses, If is true that the tases are small, but regard must be had to the condition of the people, and in addition there is the question of plural voting. While rioting is criminal, Australians will not be disposed to deny that the Belgian classes are not granted sufficient political liberty. And the history of the world has shown that although this may be withheld for a time Justice will triumph in the end Mr. C.
